The Competency Framework for Cluster Coordination outlines the competencies required for Cluster Coordinators working in Nutrition Clusters at global, regional, national, and sub-national levels. It organises 21 competencies into four groups:
A. Sectoral Competencies: These relate specifically to Nutrition in Emergencies (NiE) and may be shared with others working in NiE roles. They encompass the application of humanitarian principles, NiE concepts, and safety and security practices.
B. Common Competencies: These define the skills required to work effectively in a cluster and apply to all individuals working in a Nutrition Cluster at national and sub-national levels.
C. Functional Competencies: These are specific to certain tasks or roles. In this framework, they define the proficiencies required for roles like Information Management Officers or Specialists.
D. Core Behavioural Competencies: These are behavioural skills that support the organisation’s values and mission. They are universal to all roles and form the foundation for the sectoral, common, and functional competencies.
Each competency includes definitions, behaviours, and relevant knowledge/skills, categorised into three levels of progression. Colleagues are expected to demonstrate behaviours at increasing levels based on experience and complexity of their roles.
The knowledge and skills listed are meant to support understanding but are not exhaustive, except for mandatory UNICEF online courses, which are specified. This framework aligns with other UNICEF-led clusters like Education, WASH, and Child Protection, ensuring consistency across sectors.
