Immediate, large-scale action is needed to end hostilities and enable unimpeded, lifesaving humanitarian access. This is the only path to halting further loss of life and preventing even greater human suffering. Failure to act now will result in irreversible consequences in much of the Strip, with the most vulnerable directly in harm’s way.

The Gaza Strip is teetering on the brink of Famine due to ongoing conflict, displacement, and increasingly stringent blockades. Access to food, clean water, and basic services is highly restricted, with the collapse of local markets and food production worsening the situation.

On 22 August 2025, the IPC confirmed Famine (IPC Phase 5) for the first time in Gaza Governorate, warning that it is projected to spread to Deir al-Balah and Khan Younis by the end of September.

Key Findings from the Latest IPC Report on Gaza
  • 1 in 3 individuals goes without food for days.

  • Over 20,000 children have been treated for acute malnutrition between April and mid-July – with 3,000 severely malnourished and at high risk of mortality.
  • In Gaza City, rates of global acute malnutrition (GAM) by mid-upper arm circumference (MUAC) have quadrupled between May and July – reaching 16.5%, and signaling the Famine threshold for acute malnutrition.

  • Hospitals report a rapid increase in hunger-related deaths of children under five – at least 16 child hunger-related deaths have been reported since mid-July.

  • The May 2025 IPC analysis projected over 500,000 people in Famine by September 2025; this IPC Alert shows that the worst-case scenario of Famine is either unfolding or already detected across all areas of the Gaza Strip.

  • Safe spaces are becoming virtually non-existent in the whole territory, and only a fraction of the trickle of assistance entering the Gaza Strip is reaching the expected recipients.

The Path Forward: Recommended Actions
  1. End Hostilities: Immediate, unconditional, and sustained ceasefire to halt the crisis.

  2. Ensure Humanitarian Access: Guarantee safe and stable access for aid delivery across all entry points to provide lifesaving assistance and conduct welfare data collection.

  3. Protect Civilians and Infrastructure: Safeguard civilians, aid workers, and essential infrastructure (health, water, WASH, roads, telecoms) for survival.

  4. Restore Humanitarian Assistance: Ensure safe, dignified delivery of food, health, shelter, WASH, and other essential services, focusing on the most vulnerable.

  5. Restore Commercial Goods and Local Production: Re-establish the flow of goods and local production capacities to support sustainable recovery.

What is Famine?

Famine (IPC Phase 5) is the highest phase of the IPC Acute Food Insecurity scale, and is classified when an area has:

  • 20% of households facing an extreme lack of food.
  • 30% of children suffering from acute malnutrition (or 15% GAM by Mid-Upper Arm Circumference (MUAC) with evidence of rapidly worsening underlying drivers of acute malnutrition.)
  • 2 to 4 (non-trauma) deaths for every 10,000 each day

This fact sheet provides in-depth information on what Famine is and how the IPC identifies famine conditions.

The Main Drivers of Famine
  1. Ongoing conflict (59,500 killed, 143,000 injured) – July 2025 data

  2. Mass displacement (over 762,500 people) – July 2025 data

  3. Heavily restricted humanitarian aid access, due to authorisation issues and frequent security incidents.
