About the Session

Clusters are coordination mechanisms designed when government capacity is overstretched. While IASC policy outlines the principles for activation, transition, and deactivation, these processes are often inconsistently planned and insufficiently locally led.

This session brings together global, regional, and country actors to explore practical, context-specific approaches that can ensure transitions strengthen national systems and enable sustainable, locally led coordination beyond the cluster system.

Session Outcomes

Participants will:

  • Understand what responsible, locally led cluster transition and deactivation entail.
  • Gain insights into tools, actions, and good practices that support nationally led coordination.
  • Hear examples of effective engagement with government, national NGOs, and civil society.
  • Learn about success factors, challenges, and lessons emerging from recent transition processes.

Intended Participants

This webinar is particularly relevant for: Cluster and sector coordinators at global, regional, and national levels; Government representatives engaged in coordination or transition processes; National NGOs, civil society actors, and localisation practitioners; Donors, UN agencies, and partners supporting coordination or system strengthening.

We strongly encourage colleagues working in humanitarian and fragile settings to watch this global exchange.
