The Competency Framework for Information Management outlines the competencies required for Information Management Officers and Specialists working within Nutrition Clusters at global, regional, national, and sub-national levels. It includes 21 competencies organised into four groups:
A. Sectoral Competencies: These relate to Nutrition in Emergencies (NiE) and are shared with others in NiE roles. They involve applying humanitarian principles, NiE concepts, and safety/security practices.
B. Common Competencies: These define the skills needed for working effectively within a Nutrition Cluster, applying to everyone at national and sub-national levels.
C. Functional Competencies: These relate to specific roles such as Information Management Officers or Specialists, outlining the tasks and functions associated with information management.
D. Core Behavioural Competencies: These competencies support the organisation’s values and mission, applying to all roles and forming the foundation for the sectoral, common, and functional competencies.
Each competency includes definitions, behaviours, and required knowledge/skills, organised into three cumulative levels. Colleagues are expected to demonstrate behaviours at Level 1 and, with experience, progress to Levels 2 and 3. For instance:
A colleague in a non-complex environment at the national or sub-national level should fully demonstrate Level 1 competencies and work toward Level 2 over time.
An Information Management Officer in a more complex environment should fully demonstrate both Level 1 and 2 behaviours, progressing to Level 3.
An Information Management Specialist in a highly complex environment (e.g., global scale-up emergencies) is expected to demonstrate behaviours at all three levels.
The knowledge and skills listed under each competency help clarify their scope but are not exhaustive. Specific learning programs are generally not included, except for six mandatory online courses for UNICEF personnel, which are referenced where relevant.
