In a nutshell, “the Independent Panel has found weak links at every point in the chain of preparedness and response. Preparation was inconsistent and underfunded. The alert system was too slow — and too meek. The World Health Organization was under-powered. The response has exacerbated inequalities. Global political leadership was absent.”
The Panel is therefore calling on the global community to end the COVID-19 pandemic by immediately implementing a series of bold recommendations to redistribute, fund, and increase the availability of and manufacturing capacity for vaccines, and to apply proven public health measures urgently and consistently in every country. Looking to the future, the Panel has also proposed a package of reforms to transform the global pandemic preparedness and response system and prevent a future pandemic.
