In 2010 the Food and Nutrition subgroup (established in 2006) became the Food Security Cluster, led by WFP and FAO and the sub-Working Group on Nutrition lead by UNICEF. Since then, in practice, the FSN Cluster has been co-led by FAO, WFP and UNICEF, and aligned with the Colombian government structure. At local level, some FSN coordination mechanisms are part of Humanitarian Local Teams. Currently, WFP is carrying out the interim coordination while process to hire a new coordinator is finalized.

    Humanitarian Response Plan (HRP)

Colombian Humanitarian Architecture defines two response plans:

    1. The HRP 2021 lead by OCHA looks to address the humanitarian response of the population affected by armed conflict, limited access to services, natural disasters, and COVID-19 effects. https://www.humanitarianresponse.info/sites/www.humanitarianresponse.info/files/documents/files/hrp_colombia_2021_vf.pdf
    2. The Regional Refugee and Migrant Response Plan (RMRP) led by the Regional Inter-Agency Coordination Platform (R4V), aims to address the humanitarian, protection and integration needs of both refugees and migrants from Venezuela, as well as, hosting communities. The RMRP strengthens and complements governments, international and civil society organizations’ national and regional responses.https://reliefweb.int/report/colombia/rmrp-2021-plan-de-respuesta-regional-para-refugiados-y-migrantes-de-venezuela-enero
    Current Challenges
    • Coordinate with the government response through intersectoral operations that respond to affected people's needs.
    • Lack of information related to food consumption and nutrition status changes due to food insecurity increases and decreases in the provision of routinary health services.
    • Keep the balance between migrant population response and Colombian population affected by conflict and disasters' humanitarian response.
